Human Rights Defenders
Challenges
The following problems regarding human rights defenders exist:
- the failure to consult with non-governmental organisations on issues relating to the fulfilment of international obligations;
- obstruction of the monitoring by human rights defenders of the implementation of universal and regional human rights norms;
- the treatment of analyses and comment on the implementation of universal and regional human rights norms by human rights defenders as a criminal offence or a hostile act;
- the prohibition of human rights defenders giving advice as to the requirements of universal and regional human rights norms
- the subjection of human rights defenders to discriminatory treatment, harassment, intimidation and violence;
- the failure to protect human rights defenders against discriminatory treatment, harassment, intimidation and violence;
- the failure to investigate allegations of such discriminatory treatment, harassment, intimidation and violence and to bring appropriate proceedings against those responsible for it; and
- the failure to manifest public support and enthusiasm for the work of human rights defenders.
